TIS Licensing involves the use of a product, without ownership. Usage is typically for a term period, or on a project basis. There usually is just one fee involved with Licensing ... a general usage charge, which includes maintenance and operation of the licensed item.

Development costs are typically not charged to the client because with licensing, we retain ownership of the product.
